National Bureau of Economic Research (NBER) Working Papers
Reports written by NBER researchers covering a wide variety of topics in economics and business, with some coverage of the education, health, and welfare fields.

Congressional Budget Office (CBO)
Since 1975, CBO has produced independent analyses of budgetary and economic issues to support the Congressional budget process. Each year, the agency’s economists and budget analysts produce dozens of reports and hundreds of cost estimates for proposed legislation.

CBO is strictly nonpartisan; conducts objective, impartial analysis; and hires its employees solely on the basis of professional competence without regard to political affiliation. CBO Budget, Deficit, & Debt
CBO's regular budget publications include semiannual reports on the budget and economic outlook, annual reports on the President's budget and the long-term budget picture, and a biannual set of options for reducing budget deficits. CBO also prepares cost estimates and mandate statements for nearly all bills that are reported by Congressional committees. Numerous analytic studies provide more in-depth analysis of specific budgetary issues.
Government Accountability Office (GAO)
GAO provides Congress, the heads of executive agencies, and the public with timely, fact-based, non-partisan information that can be used to improve government and save taxpayers billions of dollars.

The Urban-Brookings Tax Policy Center aims to provide independent analyses of current and longer-term tax issues and to communicate its analyses to the public and to policymakers in a timely and accessible manner. The Center combines top national experts in tax, expenditure, budget policy, and microsimulation modeling to concentrate on overarching areas of tax policy that are critical to future debate.

The Tax Policy Center (TPC) is a joint venture of the Urban Institute and Brookings Institution. The Center is made up of nationally recognized experts in tax, budget, and social policy who have served at the highest levels of government. TPC provides timely, accessible analysis and facts about tax policy to policymakers, journalists, citizens, and researchers.
Internal Revenue Service (IRS)

The Comptroller’s responsibilities include:

Serving as sole trustee of the $258.1 billion New York State Common Retirement Fund (value as of March 31, 2021), one of the largest institutional investors in the world.

Maintaining the State's accounting system and administering the State’s approximately $16.7 billion payroll.

Reviewing State contracts and auditing payments.
Conducting audits of State agencies and public benefit corporations.
Overseeing the fiscal affairs of local governments, including New York City.

Serving as custodian of more than $17 billion in unclaimed funds, restoring lost accounts to their rightful owners.
Conducting training and providing technical assistance to improve government operations at all levels.

New York State Department of Taxation & Finance
Our department administers more than 40 state and local taxes and fees, including more than $18 billion in local sales tax and $8 billion in local income tax.
