Materials in this file were collected by Dr. E.O. Smith, Jr., Professor of History at Buffalo State College. Dr. Smith was a member of the Charter Revision Commission. The materials were organized, indexed, and filmed by Walt R. Stefani (Graduate Student) during the summer of 1984 under the supervision of Dr. Monroe Fordham, Professor of History, Buffalo State College.
Background
The Erie County Charter had not been reviewed since its adoption in 1959. The Charter Revision Commission was established in 1973 in order to review the Charter and recommend improvements and revisions to the Erie County Legislature. The Commission was to keep in mind the purposes of the Charter which include the accomplishing of greater efficiency, economy, and responsibility in County government, the securing of all possible County home rule, and the separation of the legislative and executive functions.
